So the pool of belts does not matter unless there is more than 1 of the same "tier" as a headhunter, just like troll mantle did not in any way reduce the chance of chancing a shavs. The game will first do a dice roll to determine the tier of unique that you will get, only after that roll will it look at the pool of items in that tier.
Since there are no other belts on the same tier as HH the level of the monster does not matter.
You can limit the pool significantly for recrafting one unique into another though since there are non belts that share rarity with HH, but for that you don't need to farm specific level zones, so basically, farm maps with the right tilesets to get birds.
Since I've already done these and had my luck:
I've done the unique belt recipe with ilvl ~41 beasts a total of 150 times and didn't get one from 25 hours of farming the beasts for it. EG; Uberlab farmer could of easily just made a flat 15ex without enchants during that time). I've tried the unique reroll recipe as well and that rerolls the entire item since it doesn't keep the base.
Honestly making a video trying to claim something without having the item themselves shows either laziness on their part or commitment to proving their method works in the first place. (Like people who claim to have 50M+ DPS builds but doesn't have videos of the build itself...)
Saqawine wretches are two beast mod monsters, one of the beasts that show up red on the minimap. These can show up in any zone, regardless of where it is. As such, you can farm them in any area between level 38 and 41, since rare monsters are 2 levels above an area's level, and after HH the next belt requires level 44. Personally, I like The Harvest. It's a nice looping figure 8 that can be cleared and reset quite quickly.
Yes the level of the bestiary monster (not random rares) determines the ilvl of the item being crafted. so you can use a lvl 80 spectral swipe monster and 3 lvl 20 rares and you get an ilvl 80 item. Item level is factored into beast crafting for uniques it does not function as a chance poe orbs although there is a recepie that functions as an ancient orb from harbinger league.
