Recently, a piece of good news comes from WOW 7.2 PTR: WOW legendaries items can be crafted in the future! The new legendary materials will be added into the game, and you can collect them up to make brand new legendary items. Read on for more details.

Legendary materials
The legendary materials includes Bolt of Shadowcloth, Bolt of Starweave, Hammer of Forgotten Heroes, Felessence Legion-Flask, Wisp-Touched Elderhide, and Prime Wardenscale. They maybe require to be further crafted from the normal quality to the legendary quality:
Crafted Legendary items
1. Celumbra, the Night's Dichotomy
Crafting materials: Bolt of Shadowcloth, Bolt of Starweave, Felessence Legion-Flask, 65 Blood of Sargeras, 125 Imbued Silkweave, Sharp Spritethorn, and Runic Catgut.
2. The Sentinel's Eternal Refuge
Crafting materials: Wisp-Touched Elderhide, Felessence Legion-Flask, 65 Blood of Sargeras, and 250 Stonehide Leathers.
3. Vigilance Perch
Crafting materials: Prime Wardenscale, Felessence Legion-Flask, 65 Blood of Sargeras, and 250 Stormscales.
4. Rethu's Incessant Courage
Crafting materials: Hammer of Forgotten Heroes, Felessence Legion-Flask, 65 Blood of Sargeras, and 250 Demonsteel Bars.
These new legendaries do not have procs associated with them yet on the PTR - likely incomplete. They do show up in the "legendary" tab in the Adventure Journal loot section, alongside the other legendaries.
Legendary quest items
The legendary materials may be related to sets like Legendary Tailor's Materials and Legendary Tanner's Kit. It is said that there are elaborate means to acquire the legendary reagents. For example, Felessence Legion-Flask has other versions like Felessence Phylactery, Felessence Phial, Felessence Vessel, and Empty Felessence Vessel.
